It's not that Blazers are unwilling to move Fernandez - they certainly are - but there are two issues at play. First, Portland wants to make sure they're getting the most they can get out of the deal, and have made a first round draft pick the precursor to any trade talks. The Bulls were rumored to be offering James Johnson and a pick back in August, but nothing ever came of that deal. The Blazers, you'll recall, signed restricted free agent Paul Millsap to an offer sheet last summer, only to see it matched by the Utah Jazz.
