Dutch honor Among the new measures to increase the profile of the event is the selection of hosts before the qualifying process, and the first nation to be selected under that criterion are the Netherlands in 2007, selected ahead of England, Sweden and Turkey. The seven teams joining the Dutch in the finals will be decided in an accelerated qualifying round to be contested over the next year. Previous U21 hosts since it became a one-venue event in 1994 have been France, Spain, Romania, Slovakia, Switzerland and, in 2004, Germany.
