FIGC confirm Italian clubs are now allowed to sign two non-EU players per year

The transfer market in Serie A will be revolutionised following a new
ruling from the Italian FA (FIGC) allowing clubs the right to sign a
maximum of two non-EU players per annum instead of just one.
義甲轉會市場即將有所變革，義大利足協(FIGC)開放了非歐盟轉會名額，由原先的
一名增加至兩名。
Until now, the rules stated that Italian sides could only sign one player
of non-EU status per year.
在這之前，每年都只能簽下一位非歐盟球員。
This would mean those in charge had to make tough decisions on which
player to sign if, for example, they were after two non-EU players.
只能簽一位非歐盟球員意味著艱難的抉擇，比如說有兩位追逐的目標不是歐盟國籍。
Club presidents, directors and players felt restricted by the rules which
were initially imposed to help the focus on developing Italian youth
players.
球隊主席、董事與球員對於這項原先因為保護義大利本國年輕球員而生的限制，覺得
綁手綁腳。
However, despite strong opposition from the Italian player's association,
the FIGC has ruled that clubs will be allowed to sign an extra non-EU
player starting from next season.
然而肇因於義大利球員協會的強力反對，義大利足協已經決定下一季開始可以多一位
非歐盟球員名額。
Speaking to the press as he left the FIGC headquaters in Rome, Carlo
Tavecchio, deputy vice chairman of the organisation, said: "We have the
go-ahead, everyone has agreed."
義大利足協副主席Carlo Tavecchio在離開位在羅馬的足協總部時對記者說道：
「我們決定往前看，所有人都同意了。」
The move represents a massive turning point for the transfer market as
teams now have more freedom on which players they can sign from beyond
European borders.
這項改變對於轉會市場有著巨大的影響，現在球隊引援時可以更不受歐盟國籍限制。
For example, AC Milan had looked to have used up their one non-EU quota by
signing Nigerian Taye Taiwo from Marseille this summer. Now, with the new
rules, they could, in theory, sign Ganso from Santos, a Brazilian of
non-EU status. Previously, they would have had to have chosen one or the
other.
例如，今年夏天AC Milan原本期望用唯一的非歐盟名額從Marseille簽下奈及利亞球員
Taye Taiwo，但增加了一個非歐盟名額之後，理論上他們就可以從Santos簽下巴西籍
無歐盟身分的Ganso，在這之前他們只能二擇一。
