By TYLER KEPNER Published: August 28, 2007 DETROIT, Aug. 27 — As he watched Phil Hughes pitch Sunday from his home in Connecticut, Yankees General Manager Brian Cashman noticed that Hughes was not throwing as hard as usual. His fastballs were averaging 88 to 91 miles an hour, Cashman said, when they should have been 91 to 93.
