Orz) : Art. 38.3.1 Technical foul : A technical foul can be called on a player for excessive swinging of elbows : (without contact). 球員「過度(excessive)」揮動手肘卻沒碰觸到人, 那可以吹技術犯規 (按:碰到人可能是普通犯規或違反運動道德犯規) (按: can 的語氣大概是 50% 吧!
