Many reasons. Once I was chatting with a Taiwanese and an English, we talked about football. The Taiwanese said football was boring sport .... then I and the English were quite embarrassing ... The English eventually spoke "You would never love a thing without fully understanding it." And this is just the situation. There are still many people watching football games just because there were international football stars. They don't really care the games but the stars. Unfortunately, there were no Taiwanese football stars. Similarly, there are many people watching American baseball just because there is a famous Taiwanese player. Similar situation occurred a few years ago in Japanese baseball, when Taiwanese players were there. It takes age to make a Taiwanese football star, if it is possible. Therefore, the only way to get people watching inlands football games is to educate people fundamental football knowledge and to make it interesting. There are many methods to do this. For example, to get a good commentator; or to make a cartoon like Slam Dunk, which involves introduction to many fundamental basketball rules. People will learn fundamental knowledge from good commentators or the cartoon. When we get 30% of population understanding what is off side, then 1% of the 30% will full any stadium and the tickets will no longer be free. When this happens, we can then begin to talk about how to build our football culture or trandition in Taiwan. It takes ages and efforts, but would be much more worthy than to spend money to send 20 children to Brazil.
