其實很簡單，主辦單位有權利決定發外卡的對象。
所以沒有一定的規則，你之後所說的各種原因，都有可能。
（本國選手、成績、互惠、推薦 <其實是lobby> 等等)
也不見得有一定的標準。
以ATP Rulebook 為例
7.12 Wild Cards
A.Regulations
1) Singles.
a) Wild cards are players included in the main draw at the sole discretion of
the tournament. Wild cards must be named at the time the draw is made. Wild
cards may be seeded. Tournaments may not receive compensation and players
may not offer compensation in exchange for the awarding of a wild card.

這其實也不是什麼制度，就是兩國網協的 reciprocal agreement。
好處就是可以互相保障自己的選手參加對方的比賽。
