34.There are few, if any, high school bats better than McKinney's. With a
balanced approach and a smooth swing from the left side, he projects to be a
plus hitter with above-average power. He's an average runner, at best, and will
be limited to a corner outfield spot, but that's just fine, as his bat will
play there without question. The only thing that might be better than his
hitting skills is his makeup. He plays the game the right way and is very
competitive.McKinney's character combined with his bat should get him off the
board fairly early.

27.McKinney has one of the sweetest swings in the 2013 draft, and he has hit
his way into the first round with a strong spring. He generates excellent bat
speed from the left side of the plate, and he barrels balls with ease thanks to
his hand-eye coordination and disciplined approach. The 6-foot-2, 195-pounder
has strength and should grow into solid power. The rest of McKinney's tools are
fringy to average, but his arm and speed play up because he goes all-out all
the time. Scouts love his makeup and are confident that he'll provide the
offense required on an outfield corner. Texas Christian holds on to many of its
top recruits, but the Horned Frogs will likely lose McKinney when he goes in
the second half of the first round.

McKinney has been frequently mentioned as a potential first round pick this
spring, which is a testament to his hit tool, which ranks among the best in the
2013 high school class. A strong and tightly wound 6-foot-1, 195-pound left
handed hitter, McKinney has plus bat speed and the ability to square up the
ball consistently with a sound and compact swing. He especially excelled early
in the year when teams were sending their cross-checkers in to see him, which
was fortunate as the high school competition on the northeast side of Dallas
has essentially decided to stop pitching to him. A 2012 PG All-American,
McKinney is hitting .406-4-16 on the season, but the interesting numbers are
that he’s been walked 30 times, hit by seven pitches and has only struck out
three times in 28 games. McKinney’s peripheral tools aside from his hitting
are solid but not specutacular. He is an average runner with 6.9 60 speed and
has an average throwing arm that should enable him to play a corner outfield
position. But it’s the hit tool that distinguishes McKinney. One scout
remarked earlier this year., “If Austin Meadows swung the bat right now like
Billy McKinney, with all the rest of his tools, then we wouldn’t be talking
about who was going to be the number one pick.”

24. Oakland Athletics: Billy McKinney | LF, Plano (Texas) West HS
You better be able to hit if you're projected to play in left field at the next
level, and McKinney can do absolutely that. The Athletics' outfield is deep
right now, but knowing how Billy Beane works that could change in a heartbeat,
giving McKinney a chance to be the A's everyday left fielder in a few years.
He's going to have to work very hard on his defense, though. -- Crawford
McKinney is a pure bat, a left field-only high school hitter with strong hands
and a consistent (but not quite ideal) left-handed swing that projects to hit
for average and some power in pro ball. His swing is very simple and has great
follow through, but he loads so high and deep that he nearly bars his lead arm
and has a longer path to the zone than is necessary. He's very balanced through
contact with excellent hip rotation and loft in his finish. I particularly like
how quickly he can accelerate his hands from the loaded position, which is how
he has success now.
McKinney is limited to left field due to a below-average arm and below-average
running speed, which means he absolutely has to hit to be a significant pro
prospect -- the floor for a left field-only player is, in effect, org player,
because such a player can't serve as a fourth outfielder. McKinney has the
swing and bat speed to make that concern immaterial.
